  1. Yes all tax complexity is undemocratic in principle. But that includes 'progressive' banded taxation and transfer taxes. Voting for a politician because they might reduce your taxes or increase them for somebody else reveals they are not working for the collective good - taxes should be simple, broad and low. Equality of treatment by the state is fundamental.
