  1. In fact, many military in the west HAD to overestimate the Russians.. If you want money from your government, it is better to paint your potential enemy as very strong. Otherwise, your government will just turn you down. (Russian propaganda, with its supposedly invincible hypersonic missiles, tanks and stealth aircraft’s certainly helped…) The meager investments of many European governments in NATO were because their military pretended that the Russian army was an actual threat. Otherwise, they would have received even less.
