  1. No. Some composites are invisible to radars, and radar absorbent coatings can be used on the few parts not made of composite. Canard add certainly to the RCS, but not necessarily much.

  2. Stealth does not mean invisible. F-35 low RCS is from the front, and for band X radars only. From other angles, the RCS is higher. And low frequency radars, typically long range radars, can detect an F-35. And canards, if properly made from composites and radar absorbent materials don't add much to RCS.
