@louiswalker5080 The EMA, nor any EU regulation, does not forbids the use of a vaccine or a vaccination campaign if a member state decides that it is necessary. The vaccine cannot be approved at the EU level, but any member state can decide to use it. Bulgaria, for example, uses Spoutnik V despite the fact is is not approved by the EMA.
