  1. France was the military power in the interwar. Germany was out of the game, both UK and the USA did not want to spend money on military stuff. France was doing what the US do since the end of WW2: explore every technical possibility to make sure you retain your technical advantage and don't leave some important sector unexplored to your potential ennemies.
