  1. I suspect this fund is mostly gone… Otherwise, the ruble would not have to be blocked around 107 for a dollar, nor interest rates increased to that high level. The Central Bank is not willing to spend the fund to sustain the ruble, even if the volume of exchange is low. They have decided they would not use the ruble to obtain foreign currencies until the end of the year, to reduce the strain and cut the currency from any international connection. Probably because they ran out of funds.
