The purpose of the F-16 is also to switch the UAF to Western aircrafts. There are probably no Soviet aircrafts available on the market the Ukrainians are familiar with. And the F-16 will be much better than what they have, with more capabilities.
And comparing number of AA systems around the world is not fair : most western countries rely on their aircrafts for their defense. USSR could not do that, the West having better aircrafts, gaining air superiority was not possible. They focused on SAM systems as a compensation. And indépendant countries that follow the fall of the Soviet Union inherited that, having the doctrine and plenty of systems in service. Furthermore, Ukraine is the largest country in Europe, no wonder it inherited a large number of SAMs.
