@H0kram no, radars have no problems detecting slow moving targets and working at low altitude (we are far from the horizon where the curvature of Earth hides low flying objects)
The issue is more in the processing of data. Slow moving objects are simply ignored, filtered off, to concentrate on what was thought to be the real threat : fast flying objects, like missiles and AT rounds. Adding the processing of slow moving objects mays overload the computer, which will have to discriminate between birds, tree leaves in the wind, other vehicles, etc… it may require another type of computers, that cannot process fast moving targets but only slower ones (the computer has more data to process, but more time to process them as there are slow).
It is not the sensor which is an issue, more the way the data will be processed to make sure only the threats are detected and engaged.
