  2.  @BritishLandeur  Yes, you have to conclude that the demoralisation is deliberate, and a tactic to reduce resistance.

  3.  @BritishLandeur  The same solution occurred to me, so you'd think that someone in the govt or the civil service might have landed on it by now. As you say, they clearly have other motives than simply raising tax revenue.
