What kind o a position is that? .. Manufacturing in any country starts with assembly. Followed by other merchants slowly shifting other parts of the supply chain to where the product is being assembled.
"Not even USA dares to put sanctions on China. " - This argument is irrelevant in the discussion but I will answer it cause you have brought it up. That's because US doesn't have alternatives yet. That won't be the case very soon. A consumer(US) always has the option to diversify it's choices, but if US stops buying from China, where are they going to sell their manufactured stuff? .. US, the country which prints dollars has the upper hand here.

We only get 30% APIs from China. And that happened not because China produced APIs better or cheaper than India could. It's because India Pharma moved up the value-chain to produce formulations (something that China hasn't been able to do), where there is better margins. Indian API industry used to dominate in 2000s, before moving formulations. So, you need to understand the context before selling India short and making it sound as if Indian Pharma will be crippled if China doesn't give us APIs.

As far as economics is concerned I am sure Economist advising the India government have more experience than your friend.

RG talks all bullshit through and through to paint a picture as if nothing is happening. You might have been too young to remember how Congress handled the economy and how they execute. BJP wins in that respect hands down. So I could do a little less with Rahul Gandhi's bullshit. If he comes to power (which is unlikely), India can kiss it's manufacturing dream good bye.
