  1. The bombing of Pearl Harbor was nothing compared to the attack on the Philippines that same day. But when Congress was asked to support retaliation in the Philippines , it was turned down, because it would've been impossible to convince the American people to support a war to defend brown people. So the War Department used the attack on Pearl Harbor instead, to rally up the masses.
