  1. Easy to answer.... Because its 100% up to Congress. They can vote at any moment....like right now .....and with simple majority, they can make any Territory a state, a free country, or cede it to another country. Consultation of the inhabitants of the Territories is not required or needed, per US Supreme Court Insular Cases decision of 1901. The law has not changed since.
