  6.  @Dubs22005  US took over the Philippines in 1898 and massacred more Filipinos in 10 years that the total killed by Spain in 300 years. Philippines is not a State because in 1901 the Congress and U.S. Supreme Court decided that they did not want to annex savages (this is in the Library of Congress); so it was decided to keep all the new colonies as Unincorporated Territories. Hawaii had already been Incorporated in 1893 so this new law did not apply to Hawaii.
