Step 1 should've been...test everyone on the ship, then move people around according to results. Its almost like they are using the ship as a test lab.

@AndrewFishman Yep...the ship is being used as a test lab to study the virus" behavior. Its the perfect control situation. I'm not putting this at Japan at all. The WHO and the CDC have expeditionary teams prepared for these type of events. I was in a response team in 2011 to decontaminate people and equipment after the Tsunami in Japan.....we were set up within 36 hours.
