I worked for LA Public Library for a few years. Our branch was a hub for social services for the homeless. I got to know quite a few homeless folk. Every single one of them told me they were not interested in a conventional lifestyle; being homeless was their choice and they scorned services designed to get them off the street. They got free everything and never had to work; indeed, most of them seemed rather carefree. I enjoyed talking with them, but I did note a huge sense of entitlement. Giving them a monthly stipend would just further solidify their choice. But it's Portland and you can't talk sense to those folks.
