  1. The "ridiculous helmets" gave the illusion that the police officers were even taller than they actually were--same reason the already very tall President Lincoln wore a stovepipe hat; it made him look like a giant and gave him a psychological advantage over other men. The hat was also a good place to store his crisps (I assume).
