I was a high school teacher for thirty years. 95% of the problems girls had at our school were other girls bullying them, harassing them, and being physically violent to them. Warning or punishing the bullies and attackers didn't work; it just made them more vicious. In the 5% of cases where the troublemakers were boys, we told them to stop, and they stopped.
