13 Percenters have a very childish way of arguing: they repeat a question or phrase on an infinite loop no matter what the response from the other person, always at an "outdoor" volume. Like a barking dog, they are apparently capable of sustaining this argumentation indefinitely. It's up to the non-13 Percenter to end it. It's technically not an adult conversation. I found long ago that the best way to deal with this style is either through action or else by giving commands with stated consequences if those commands aren't followed. Tip Jar Thief is a good example. The response should be to snatch the jar away from TJT, and if that fails, state "Give me the tip jar back or I will (insert consequences here)." And then act immediately to deliver those consequences, whether it's calling the cops or something else. Thank. you for attending my TED Talk.

We can correct them. Make customers pay in restaurants before receiving their food. Enforce etiquette (no yelling and no profanity) in public spaces. Start enforcing the laws already on the books. Gang up on them with social ostracism. I worked at a public library, and anytime ANYONE yelled at me or used profanity, I refused them service. I was inevitably accused of racism and scolded by my supervisor, but I told her "If being yelled and cursed at and abused is the price of keeping my job, I don't want it." She backed off after that. Life is short. Don't take shit off anyone.

What's more likely to happen is that restaurants will require you to pay before they bring your food and add a service fee to that payment (15 %-20%). The ninjas would NEVER sit down in a restaurant with those kind of requirements. You have to outsmart these people and it's not hard. Would YOU patronize a restaurant that required payment prior to food being served to the table? I would, if it kept the 13 Percenters away. I sit down intending to pay so that's what I'm going to do. 13 Percenters might pay and then demand a refund--their go-to tactic--but at least the restaurant has the upper hand in the negotiations in that scenario.

@janethammond5925 You rarely see videos of ninjas acting like fools in Costco or Sam's Club. Why? Membership.

@mars1072 Our society has to decide what standards we want for public behavior and then enforce them. I'm from a small Kansas town. A man was walking down the street cursing at the top of his lungs. A grandfather told him to stop because he had his little granddaughter present. The man then cursed at the child. The grandfather got a 2x4 from the back of his pickup and demanded an apology--and all of the male bystanders converged to back up granddad. That's how it's done. "What if he has a gun?" We all have 'em, too, let's go.
