  3. Fare evasion destroyed the BART subway system in the Bay Area. Some lines have been shut down and they run far fewer trains. The fare evaders were also far more likely to commit other crimes while riding the trains, making the entire system unsafe. The BART board was warned that any effort to crack down on fare evaders would mean catching a lot of black and brown people and would brand them as "racist". Once the R-word entered the dialogue, any hope of a rational solution went out a 27th story window and plummeted headlong into the street.
