  2. It's not a matter of survival for them. They're criminals. They came to this country and committed a crime when they crossed the border. This is what criminals do: they sow chaos. I have an uncle who was head of security for a large department store chain. He said the most frequent response when shoplifters were caught was "I have the money to pay for it, let me pay for it." Stealing is a sport for these people.
