Ghost invoicing was very common in the 1980s and is likely one of the main causes here: what happens is that the "$500 toilet seat" isn't really $500, but is a way to divert funds from authorized expenditures and into "black budget" operations Congress never authorized and often doesn't even know exists. It's a way of the Pentagon doing whatever the hell it wants, basically. I questioned some ghost invoices and got written up.
