Yes. The "night vision" in NODs is near visible (cheap IR illuminators for security caneras have a dull red glow because of how they spill into visible). Thermal uses IR, but it's beyond the NV and why it picks up emissions without the need for ambient light or illuminators.

Night vision augments ambient light and uses a near visible spectrum so you not only get visible light amplified, you also amplify light that would normally not be visible. For example, security cameras sometimes have a dull red glow, this is an IR emitter that "spills" into the visible range. So you're getting your vision augmented. Thermal vision uses a part of the IR spectrum where temperature of objects influences radiant emissions. Objects cool down through conduction, convection and radiation. You see that radiation. So in simple terms, with "NODs"/"NVGs you cannot see light that is not there, so in a basement or a really dense forest the lack of ambient light (moon, stars) will hide the enemy. You may need to betray your position with an IR illuminator. Thermal gives you Predator vision. All humans not blocking their thermal signature are an emitter of radiation, so it works even in a basement or a dense forest.
