An automated machine cuts sections of steel tubing that goes through ironing dies to give it proper diameter and wall thickness. Pieces go into a nickel plating bath to prevent galvanic corrosion. Press them together and you got something like the NAS3 casings. Bullets can be steel core (probably pressed into plastic rather than lead to reduce dependency on the metal) and steel jacketed with copper plating. Gun powder is nitrocellulose, can be made from cotton. Primers... Those are gonna be corrosive. I don't think mercury fulminate or lead azide will be easily manufactured in a garage. But corrosive primers can. I once made one when I was a kid and tested it with a hammer, ears rang for two days.
