  1.  Bad Cattitude  actually the modern ammo does it. You just can't get it on stores, they're pretty expensive per bullet. The M855 still fragments but it's inconsistent as hell. If it hits with a slight angle of AoA (around 3 degrees) it goes off like a grenade. If it hits with no AoA it passes through without tumbling. Now the M855A1, they realized they made a mistake with M855 and the design is meant for consistent fragmentation independent of angle of attack. But again it's not readily available, you can only get it at scalper's prices.
