  1. Grimm is one or two steps removed from outright lying. Russians conscription service is a mandatory year in the military for males 18-26 and those conscripts cannot be deployed to combat. HOWEVER any male who has gone through conscription can then be mobilized. Males are essentially in reserve until they age out and can be called up at any time. Since Russia passed a law to annex the territories of Kherson, Zaporizhzhia, Donetsk and Luhansk those territories are technically Russian soil and thus mobilized men can be sent to fight at the frontline. Although conscripts can't be sent to the frontline the act of conscription generates a number of reservists who can then be mobilized to serve "inside" Russia (which is Ukraine).
