  5. Because nobody believes him. They gave Chechnya peace, them bombed themselves with FSB false flags and invaded again. A peace deal with Russia is worthless. Russia accepted Crimea as Ukraine in 1991 and promised not to invade in 1994 in exchange for Ukraine's nukes.
