Your idea sucks and here's why: it would likely not be an anonymous deal, and people would wear those black masks around the eyes like in that WWII OSS footage. Second, it wouldn't be the children taking the safety course in your scenario. You don't put the guns away and hope children aren't curious enough to try to find a way to get to them. You prepare children for the day they might encounter a firearm, even outside the home.
