In the sense that you do sit down and learn how to start the aircraft from a cold and dark, how to work the radar, how to employ GPS guided weapons, how to relight the engines in case they flame out in mid air, air to air refueling, etc. EW has a ton of classified information so it's fudged in game, it's driven by the devs guessing the effects of EW based on declassified information. But if you buy a BVR capable aircraft, you can do BVR.
