Yes, there is a reaction force to the Lorentz force that moves charged particles so the flywheel slows down. That's how regenerative braking works, too.

The rpm value will depend entirely on the motor used and the load. With a transformer you could run a motor that draws more current at a low voltage. You could have a small motor that draws very little current at a high voltage. If you get a motor spinning at low RPM you could connect a geared transmition with a ratio that gives you higher RPM. That's why you see wattage ratings for motors, you can use your amperage and voltage information.
