I do find it funny you call them Taliban tactics when the Taliban are not even close to be the most well known users of guerrilla tactics.

The explicit purpose of a guerrilla war is making war too costly for the oppressor. They can beat off all they want to the dead Vietnamese and the thought that they could have razed North Vietnam to the ground but the fact was that the war became too costly for the US and they had to pull out when North Vietnam broke the Paris Accords.
