It doesn't "cause" a deadlier strain to develop but it increases the chance that if there's a mutation that makes it deadlier, it becomes the strain that gets spread around. Hence the contrast between civilians spreading the flu, where the mild cases were being spread around while the serious ones were in isolation, and the military where mild cases stayed in the war while the severe cases were sent back to spread the most virulent strain. So in a case of civil war or something, it's likely that the people who just have the sniffles will continue fighting or providing aid in the combat zone while the deadlier strain is carried by people being evacuated (the sickness made them too ill to keep fighting), who then spread it in refugee camps, to the doctors, etc.
