The fallacy is that the neighboring city forced that town to be located there. The US forced this situation by ensuring Russia kept their nukes while Ukraine had to give up theirs. Ukrainians cannot physically remove their landmass and take it somewhere not close to Russia, so they have an existencial threat next door and the US promised them to back them. The US forced that town to stand in the flood plain. The US knew the flood came after Georgia, Moldova, etc before.
