  2. A lot of videos feature the same actor with a balaclava which are obviously propaganda. Many of the videos are either police making arrests unrelated to conscriptions, or people being arrested for failing to report after receiving a summons. The same thing will happen in any civilized country if you fail to show up to court after being summoned.
