The human waves were meant to use meat to soak up bullets and drain the combat power of defenses in Bakhmut for "real" Wagner mercs with actual military training to then do the infiltration tactics. The meat was expected to dig positions and fall with vests loaded with ammo so that all the former Spetsnaz could then replenish their own during the fight.
