Because they can. As procesing power and AI capabilities increase they say "huh, might as well keep tabs on everyone just in case one in a million people decides to become a jihadist". And then terror attacks happen anyway because terrorists are told to not keep their phones with them.

@EliteprosoldierMW3 Regarding the statement: "it is better to be overly careful than to be careless" - it can be argued that the response caused such widespread and profound results that more people may actually die as a result of the lockdowns and shutdowns than from the disease itself.
