@BusbyTreeSurgery Tragedy of the commons, sort of? Government has to budget for cleanup which is a hassle, while a private owner knows he can lose his value if he leaves tons of dry stuff on the ground.

Well a cooler summer would mean that electric equipment faults and lighters would make smaller fires, which get put out sooner. It's on the same level as claiming climate change causes murder because a rougher winter keeps people indoors and out of trouble, though.
