@OLYMPICx22x That is, quite frankly, missing the point. A cellphone using encrypted apps is still pinging the cellular network so even if the communications are secret, where the people are meeting and who else they are in contact with is incredibly easy to figure out by one guy in one room. If people you are following are leaving their cellphones behind, now you need three vans with radio operators for every person you're tracking to go around and wait for them to broadcast so you can manually triangulate them. If someone you were not aware of left their cellphone behind for a meeting, and you need to know who that person is, you now need someone to follow them around until you get them to walk in front of a CCTV camera, enter a car with a license plate or use a credit card. Cellphones streamline surveillance to the point 1-2 people can keep tabs on a terror cell. Old school methods require old school investigations, with a lot more manpower and resources involved.

@mor4y That's funny because I always heard of the "black cars" watching over people (a reference to the Stasi's Tatras) but I intuitively knew of the white vans used for surveillance in the West because of movies (and the Simpson's "Flowers By Irene" van gag). I didn't know of the fiberglass detail. I am trying to find information, I suppose it's got to do with the oscillation in the receiver flowing back through the antenna and being picked up by the instrument in the van, correct?
