No, that was the Miami FBI shootout in 1986. It wasn't just a phase, 9mm bullets sucked. Or better, all bullets sucked but the sheer mass of 45 and 40 allowed them to do the job.

Not really. Pistols were often in very weak calibers like .25 and .32, while 9mm Luger was a service round. Even the Browning Hi Power has that name because it was a response to a French military request for a high power pistol. It was by the 1980s that it started to be considered weak because American police officers were used to .357 Mag revolvers. In terms of WWI tech, it was a powerful pistol round. Not today with the advances in metallurgy and locking breech designs.

The thing is that most of the current shooters follow the pseudo-commando archetype. They're "warriors" using their strength on innocent victims as a form of "revenge" against society. The massacre being interrupted is a huge blow to the ego because they cannot accept defeat, hence the high chance if them turning the gun on themselves and ending it as soon as they meet resistance. The thought process was correct, the script wasn't. He should have leaned on how embarassing it's going to be, not how deadly.
