First, BRICs has been talked about for decades. Second, genocides are biased towards the West achieving naval power and then industrialization. Peoples from all over the world genocided each other locally and regionally, and empires existed prior to the rise of the west. Ever heard of the Mongols? If the Aztecs or Mayans developed navies and better weaponry first do you think they'd be sunshine and rainbows? Heck, look at what Japan did to other Asian countries. Pointing the finger at the West as if it wasn't just a matter of technological gains rather than a geography baser motality is intellectually disingenuous.
Third, a country is more than its government but the country doesn't control foreign policy - the government does. What the average Russian thinks doesn't matter, what Putin thinks is what matters. Same for China - big country, small elite in the party control what China says and does inside BRICS.
Portugal, Spain, Italy, the Balkans etc were victims of Islamic expansion. Do they get a club to cry about it? Fun fact, the caliphate presence in the Iberian peninsula actually lasted longer than the Potuguese empire.
