Development as a whole is a better predictor of success as a more developed country can purchase the resources it needs, while a country rich in natural resources often has to wh0re itself out to scrape by. Look at Russia being scammed by India, China, Iran and North Korea. Russia is rich in natural resources yet forced to sell at a discount while paying a huge markup for rusty North Korean shells and hundreds of thousands of $ for cheap Iranian drones.
