Fun fact the Rossiya 1 channel ran that story and later issued a retraction. But with 15 other sources parroting the story the misinformation seed was planted.

@LastEarBender The verbal agreement was about EAST GERMANY. If you remember, there was a time period where the USSR had not collapsed, and the future of Germany was up in the air as reunification would merge a NATO and Warsaw Pact nation. There was a Moscow proposal to leave Germany as neutral but the NATO thing was going to happen - what the US assured was that instead of NATO advacing towards a new Iron Curtain in the border of Germany and Poland, the NATO bases would remain in West Germany and East Germany territory would only have Bundeswehr bases. If you think about it, it would make zero sense for the US to promise to not expand into Poland and the Baltics/Ukraine since Poland was Warsaw Pact and the others were part of the Soviet Union. Not only would the US not ask for "hostile" nations to join, they also wouldn't ask to join as they were all controlled by a Party that had to answer to Moscow. The promise only makes sense in EAST GERMANY. Curiously even though NATO has taken in members from the East the NATO bases are still in the West Germany side. To this day NATO has not built additional bases in East Germany.
