  2. So you can't make a shotgun to fit within the "pistol" configuration (like AR or AK "pistols") and to prevent people from using things like flare guns to shoot real shells. Saying the handguns need to be rifled essentially means criminals who get caught sourcing their weapons from stores by buying flare guns or steel pipe can get convicted just by possession.
