  3. There is nuance. The lootbox isn't a lottery ticket because apart from an error in the service, the lootbox is always a purchase for an in-game item. You don't get to pick which one. That works like booster packs for trading card games. The moment it becomes a game of chance for money, it's gambling. But people say "you get a tshirt, the chance to win is just a bonus". Right, but selling products with a "low" value/demand and enticing the customer with a chance to win is a known form of scamming. So the product is seen as a lottery ticket even though it has an alternate use. To avoid legal issues, products marketed with the whole "chance to win X!" are either registered as lotteries with the gaming/gambling comission, they have a free mode of entry (no purchase necessary) or they're ran as a contest rather than game of chance.
