  2. Right. But in most countries people are trying to move to existing economic centers which don't exactly have a surplus of empty lots. In China, they're building in the periphery of existing cities because according to the growth numbers, those construction projects would end up in the middle of expanding economic zones. Because of the risk, in Canada (and most countries) construction is done where the demand is (or will be according to high confidence projects). In China, a lot of construction was done expecting demand to be there much later down the line due to inevitable growth.
