  2. The resources were looted by Russians. Notice how he oligarchs are not named things like "John Smith". It was criminal gangs and Yeltsin's friends who looted everything. Not westerners. Please. Have you actually lived your life thinking Russia was looted by Westerners and never wondered why oligarchs are mostly Russian nationals? Look into the Chubais public ownership of stocks project and the Yeltsin loans program. You'll notice that the two major instances of Soviet wealth being accumulated into the hands of a few did not involve the West.

  4. ​ @xp7575  The problem is that assuming a more modern architecture would come up to deal with it was more feasible than assuming that today opening a Google Chrome tab would instantly soak up 1.5 Gb RAM and nobody bats an eye. They made the choice back when the memory savings was worth it.
