The Taliban essentially offered to surrender Bin Laden to a neutral country if evidence of his involvement in 9/11 was proven. They knew that the US wouldn't accept the first term as Bin Laden would just flee a country he was not actively hunted in, and everyone knows that the US wouldn't expose classified intelligence for the sake of satisfying the Taliban. Basically, the Taliban offered asylum to Bin Laden and you don't go back on your word but they also didn't want want to look like the bad guys in the international stage. The proposition was a way to play both sides - they honor their commitment to providing asylum without looking like turncoats but also feign cooperation. These attempts to manipulate the narrative are very transparent. It's like some of you never saw "heads I win tails you lose" negotiations. Afghanistan doesn't have a great economy so poppy cultivation was a big source of revenue. The US neeeded to cooperate with warlords in order to fight the Taliban, and the Taliban themselves started using the poppy cultivation as a way to finance the insurgency. Is it any wonder that one of the few cash crops that all sides turned to had to be patrolled?

That's not a "cause". There has to be a will to fight before asking if fighting is okay. And it wasn't a sham. Welcome to democracy and decentralized powers. Ask 10 government representatives for an opinion and you get 15. You never know what the right hand is doing when you look at the left either, a diplomat isn't going to call the Oval Office every time they're asked a question. However when they parrot the official stance can't predict what the president or Congress think when they see the news.
