HEAT rounds do not depend on kinetic energy, and a wider bore means more force applied to the projectile per unit of pressure.

That's a baffling metric. Neither of us knows why the budget was cut. What was the budget even for? If the budget had upgrade programs and refurbishing, well those aren't going to be used if the missiles were spent in a conflict.
