Yes, but the Ukrainian armed forces has the Army and the Territorial Defense Forces. The least trained and equipped Ukrainians are TDF and their job is to hold the line. Offensive operations are more complex and they don't like to be exposed like that.

@SaturnusDK some have estimated 1:2 because their combat medicine and medvac capabilities are worse. I think 100k WIA and 50k KIA makes sense - it's the whole invasion force minus LDPR militias and internal troops. That's why shadow mobilization, high pay contracts, volunteer battalions, PMCs were used to plug the gaps.
