  1. Russia spending 65 billion is equivalent to America ~190 billion. For the dates mentioned the US was spending just under 700 billion in defense. So it's a three point something advantage for the US, even though in raw numbers the US has a theoretical tenfold advantage.

That would be because the F-16 was part of a light fighter program meant to prevent overspending on the larger F-15, and more of a point defense fighter (although drop and conformal tanks greatly extend range). If you look at a MiG-29 side by side with a Su-27, you'll notice the same size disparity.
