It's baffling that they would do it, film it, and also release it online, but the only reasonable conclusion is that now that Kherson is cut off, Putin's shock troopers want the Ukrainians mad. And by making Ukrainians mad, the Russians at Kherson will be afraid of getting captured and having them same done to them. Your dear leader, the freedom loving Putin, the European in culture Putin, wants his men to fight to the death at Kherson. And he's telling his minions to commit war crimes in Ukraine to enrage his own enemy.
